The Director of Covenant Administration plans, organizes, and directs the operations of the department, which is comprised of 63 employees and an annual budget of $4.3M. Under the direction of the Chief Operating Officer, this role will be responsible for deed restriction administration, monitoring and enforcement of residential and commercial covenants on properties for violations, overseeing property standards and issuance of permits, as well as ensuring that property maintenance aligns with neighborhood standards. These covenants are designed to encourage environmental excellence, preserve the design integrity and architectural quality of homes, prevent neighborhood deterioration due to unregulated construction and property use, as well as uphold property values.

The Director will also serve as a representative of the Residential Design Review Committee and the Development Standards Committee, which are comprised of community-elected officials that serve as architectural control groups to protect the aesthetic character of the residential areas in The Woodlands, approve commercial improvements, review property owners' applications for variances to the standards for their properties, and enforce standards governing property use and maintenance.

Candidates shall have a bachelor’s degree from an accredited college or university in Public Administration, Urban Planning, Business Administration, or a closely related field, along with at least seven (7) years of related experience with a minimum of five (5) years of significant supervisory experience. A Master’s degree is preferred, along with prior experience working in the public sector.
